There were 34 kidnapping-for-ransoms reported in &lt;span id="SPELLING_ERROR_34" class="blsp-spelling-error"&gt;Buenos&lt;/span&gt; &lt;span id="SPELLING_ERROR_35" class="blsp-spelling-error"&gt;Aires&lt;/span&gt; in November 2008 alone, the majority of which were reportedly express kidnappings. In July 2009, two French businessmen were rescued by police following a short gunfight with kidnappers in the villa Carlos &lt;span id="SPELLING_ERROR_36" class="blsp-spelling-error"&gt;Gardel&lt;/span&gt; suburb. The victims were snatched one day earlier by armed men as they were driving with a bodyguard, who reported the abduction to police. Police have been found to be complicit in or responsible for a number of high-profile kidnappings. Authorities detained several police officers responsible for the abduction of a &lt;span id="SPELLING_ERROR_37" class="blsp-spelling-error"&gt;Buenos&lt;/span&gt; &lt;span id="SPELLING_ERROR_38" class="blsp-spelling-error"&gt;Aires&lt;/span&gt; businessman in December 2008; the victim was eventually released in January 2009 for a US$230,000 ransom.&lt;br /&gt;&lt;br /&gt;Protests are frequently held in &lt;span id="SPELLING_ERROR_39" class="blsp-spelling-error"&gt;Buenos&lt;/span&gt; &lt;span id="SPELLING_ERROR_40" class="blsp-spelling-error"&gt;Aires&lt;/span&gt; and can cause severe transportation delays. Rallies and demonstrations are often sparked by international developments or poor economic conditions. Since January 2009, there have been several anti-Israeli protests reported in &lt;span id="SPELLING_ERROR_41" class="blsp-spelling-error"&gt;Buenos&lt;/span&gt; &lt;span id="SPELLING_ERROR_42" class="blsp-spelling-error"&gt;Aires&lt;/span&gt; in response to Israel's incursion on Gaza. In May 2009, an anti-Israeli group attacked a pro-Israeli rally outside the Israeli Embassy in &lt;span id="SPELLING_ERROR_43" class="blsp-spelling-error"&gt;Buenos&lt;/span&gt; &lt;span id="SPELLING_ERROR_44" class="blsp-spelling-error"&gt;Aires&lt;/span&gt;. Anti-Israeli youth carried signs condemning the Gaza raid and violently attacked attendees with sticks, leaving several injured. The city was rocked by months-long protests in 2008 in which farmers blockaded roadways and launched strikes. Between February and July 2008, there was at least one protest reported in the city each week along with major food shortages.&lt;br /&gt;&lt;br /&gt;Minor bombings occasionally hit the city, but are typically designed to make a statement rather than cause any significant damages and, usually occur in the middle of the night, when buildings are unoccupied. In August 2009, a homemade explosive detonated outside the &lt;span id="SPELLING_ERROR_45" class="blsp-spelling-error"&gt;Buenos&lt;/span&gt; &lt;span id="SPELLING_ERROR_46" class="blsp-spelling-error"&gt;Aires&lt;/span&gt; offices of a Chilean airline, damaging the building and nearby vehicles but causing no injuries. Other attacks have targeted U.S. and German car dealerships and train stations.&lt;br /&gt;&lt;br /&gt;&lt;span id="SPELLING_ERROR_47" class="blsp-spelling-error"&gt;Buenos&lt;/span&gt; &lt;span id="SPELLING_ERROR_48" class="blsp-spelling-error"&gt;Aires&lt;/span&gt; is currently policed by the Argentine Federal Police; however, a Metropolitan Police Force is being formed for the capital city. Government authorities responsible for the new police force have emphasized a need for transparency in order to deter corruption that is widespread among federal police. In &lt;span id="SPELLING_ERROR_49" class="blsp-spelling-error"&gt;Buenos&lt;/span&gt; &lt;span id="SPELLING_ERROR_50" class="blsp-spelling-error"&gt;Aires&lt;/span&gt;, federal authorities have been linked to a number of crimes including kidnapping, extortion, and robbery. While not all police are able to speak English, authorities have set up a 24-hour police &lt;span id="SPELLING_ERROR_51" class="blsp-spelling-error"&gt;hotline&lt;/span&gt; in English that can be reached at 101. Response times in the city vary significantly due to traffic and police complacency. Ambulance and fire response times are also inconsistent although medical care in the capital generally meets Western standards.&lt;br /&gt;&lt;br /&gt;Most Dangerous Areas&lt;br /&gt;Travelers should be extremely cautious in the popular &lt;span id="SPELLING_ERROR_52" class="blsp-spelling-error"&gt;Corrientes&lt;/span&gt; district of the capital city, which contains many shops and cafes, and along Florida Street and &lt;span id="SPELLING_ERROR_53" class="blsp-spelling-error"&gt;Lavalle&lt;/span&gt; street, due to a high rate of pick-pocketing. Caution should also be exercised in the &lt;span id="SPELLING_ERROR_54" class="blsp-spelling-error"&gt;Caminito&lt;/span&gt; district of &lt;span id="SPELLING_ERROR_55" class="blsp-spelling-error"&gt;Boca&lt;/span&gt;, a suburb of &lt;span id="SPELLING_ERROR_56" class="blsp-spelling-error"&gt;Buenos&lt;/span&gt; &lt;span id="SPELLING_ERROR_57" class="blsp-spelling-error"&gt;Aires&lt;/span&gt;. The majority of the city's tourist attractions are located around the Plaza &lt;span id="SPELLING_ERROR_58" class="blsp-spelling-error"&gt;de&lt;/span&gt; Mayo, where many pickpockets congregate. High risk areas for street crime include the suburb of &lt;span id="SPELLING_ERROR_59" class="blsp-spelling-error"&gt;Boca&lt;/span&gt;, San &lt;span id="SPELLING_ERROR_60" class="blsp-spelling-error"&gt;Telmo&lt;/span&gt;, and &lt;span id="SPELLING_ERROR_61" class="blsp-spelling-error"&gt;Recoleta&lt;/span&gt;. Doctors there consider themselves as gods&lt;br /&gt;so they don't talk to you even if they speak English. Surgery practices are&lt;br /&gt;dangerous, I spent 4 weeks in an hospital for a badly broken leg and I almost&lt;br /&gt;died of pulmonary embolism because of no prophylaxis to prevent coagulation and&lt;br /&gt;old medications used&lt;br /&gt;&lt;br /&gt;&lt;/blockquote&gt;&lt;blockquote&gt;&lt;br /&gt;...I am far from impressed by the UK national health service (NHS).&lt;br /&gt;If you go private, you're ok &lt;/blockquote&gt;&lt;br /&gt;&lt;blockquote&gt;Having lived in the UK for more than 6 years, I have (luckily) rarely&lt;br /&gt;experienced the NHS first-hand. The worst that happened to me was to be given&lt;br /&gt;painkillers to cure a throat infection. However several of my friends have had&lt;br /&gt;very bad experiences, having to wait days to see a doctor, being given treatment&lt;br /&gt;that made them worse and in the last resort having to "flee" across the Channel&lt;br /&gt;to France in order to get a decent treatment!&lt;br /&gt;&lt;/blockquote&gt;&lt;br /&gt;&lt;blockquote&gt;&lt;br /&gt;I love the Netherlands, but the health system actually made me move. &lt;/blockquote&gt;&lt;br /&gt;&lt;blockquote&gt;Albania is pretty bad. In one instance, a bus carrying Spanish tourists was set on fire near the new Opera House on the waterfront just two days after its windshield was smashed. Two other buses parked in the Vika district had their windows smashed and a number of valuables, including DVDs and a GPS device, were stolen.&lt;br /&gt;&lt;br /&gt;The overall threat of violent and weapons-related crime is low in the city; however, such incidents are increasingly reported, particularly in areas known to have drug and gang activity, including certain areas of eastern Oslo. As incidents of rape and sexual assaults are on the rise, female foreign nationals are urged to remain alert, particularly when walking alone or at night.&lt;br /&gt;&lt;br /&gt;Although there is a low risk of terrorism in Oslo, foreign terrorist organizations have been known to operate in the city. According to Norwegian security officials, the terrorist threat in Oslo has risen and Norway may serve as a potential recruiting ground and source of financing for terror groups operating abroad. In addition, several radical Islamist clerics are based in the city and could potentially incite acts of extremism. In February 2008, Oslo police arrested three individuals on suspicion of financing terror groups.&lt;br /&gt;&lt;br /&gt;While the threat of kidnapping in Oslo is low, it should not be discounted. Though organized crime exists in Norway, their activities are largely underground and rarely affect foreign nationals.&lt;br /&gt;&lt;br /&gt;The overall threat of civil unrest is low; however, there were a number of uncharacteristically violent protests in Oslo in late December 2008 and early January 2009 against the Israeli invasion of Gaza. Several of these demonstrations, which were held largely by groups of immigrant Muslim youths near the Israeli Embassy and in the central parts of downtown Oslo, saw tear gas deployed to subdue violent protestors. On two occasions, demonstrations turned into riots, resulting in attacks on police with fireworks and the smashing of police vehicles. Additionally, at least five fast food restaurants were damaged by rioters, who had apparently received SMS text messages indicating that these restaurants were financially supporting Israel.&lt;br /&gt;&lt;br /&gt;In July 2009, about 100 ethnic Uighurs waving their national flag gathered outside China's Embassy in Oslo, demanding that China end violence and ethnic discrimination in Xinjiang. Two people were injured in the protest, including one who attempted to scale the embassy fence, and 11 demonstrators were detained. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;Protests against specific U.S. Government positions have been staged at the American Embassy and in the central areas of Oslo. Such demonstrations have remained largely peaceful and have not targeted U.S. citizens.&lt;br /&gt;&lt;br /&gt;Oslo police are professional and cooperative, with excellent equipment and an efficient response time. Law enforcement personnel in Norway are well trained and largely fluent in English. Whether you are already abroad or plan to go soon, take some time to consider how seasonal and 2009 H1N1 flu might affect your trip.&lt;br /&gt;&lt;br /&gt;Why should I be concerned about flu during my study abroad program?&lt;br /&gt;&lt;br /&gt;Regardless of whether they are in the United States or in another country, campus environments of most colleges or universities bring many people together in the same place. Students, faculty, and staff of any college or university can get sick with flu and easily spread it to others on campus, as well as in the larger community.&lt;br /&gt;Age can also be a factor. So far, the largest number of 2009 H1N1 flu cases have been confirmed among people younger than 25 years old. This age group is also at risk of getting seasonal flu.&lt;br /&gt;&lt;br /&gt;Here is the good news: seasonal flu and 2009 H1N1 flu are not reasons to cancel your study-abroad plans! The CDC has come up with some simple steps you can follow to help make sure you stay healthy and get the most from your study-abroad experience!&lt;br /&gt;Before you go, remember to:&lt;br /&gt;&lt;br /&gt;See a doctor.&lt;br /&gt;Get your flu vaccine.&lt;br /&gt;&lt;br /&gt;Vaccines are the most important tool we have for preventing the flu. You can lower your chances of getting seasonal flu by getting a seasonal flu vaccine.&lt;br /&gt;&lt;br /&gt;Consider getting the 2009 H1N1 flu vaccine to protect against 2009 H1N1 flu if it is available. If you are younger than 25 years of age, you are in a recommended initial target group to receive the 2009 H1N1 flu vaccine.&lt;br /&gt;&lt;br /&gt;Symptoms of the flu (including 2009 H1N1 flu) can include:&lt;br /&gt;fever*&lt;br /&gt;&lt;br /&gt;cough&lt;br /&gt;sore throat&lt;br /&gt;runny or stuffy nose&lt;br /&gt;body aches&lt;br /&gt;headache&lt;br /&gt;chills&lt;br /&gt;fatigue&lt;br /&gt;you may have vomiting and diarrhea&lt;br /&gt;&lt;br /&gt;*You may have respiratory symptoms without fever.&lt;br /&gt;&lt;br /&gt;For international travel, CDC recommends that you make an appointment to see a doctor familiar with travel medicine at least 4–6 weeks before you leave. The doctor will review your medical history and your study-abroad program to make sure you receive the right vaccinations, medicines, and information to stay healthy and safe.&lt;br /&gt;Travel only when you feel well.&lt;br /&gt;&lt;br /&gt;If you become ill, stay at home or in your place of lodging if you are already abroad, until your fever has been gone for at least 24 hours. If you have severe illness or you are at high risk for flu complications, seek medical care immediately.&lt;br /&gt;Follow basic health tips while you are traveling abroad.&lt;br /&gt;&lt;br /&gt;Wash your hands often with soap and water, especially after coughing or sneezing.&lt;br /&gt;Cover your nose and mouth with a tissue when you cough or sneeze. If you don't have a tissue, cough or sneeze into your upper sleeve, not your hands. Avoid touching your eyes, nose or mouth. Germs spread this way. Try to avoid close contact with sick people.
